According to a preliminary report, at approximately 9 a.m. on Monday, Nov. 6, a male visitor who was scuba diving in the ocean in the vicinity of Kōloa Landing became unresponsive. First responders located the diver and brought him to shore.  

The renewed emergency proclamation will be in effect through Jan. 5 unless terminated or superseded by separate proclamation, whichever shall occur first.

Ocean Safety Bureau personnel from the Pine Trees Tower spotted bystanders calling for help after bringing an unresponsive swimmer to shore approximately 150 yards from the lifeguard tower.

The notice of violation includes an order for HPM to cease and desist all unpermitted activities immediately.

According to the National Weather Service, east winds are increasing to 20-30 mph with localized gusts over 50 mph by this afternoon.

The National Weather Service said conditions have improved.
