Pre-trial detainee escapes Kaua‘i Community Correctional Center, later found on Kūhiō Highway

A pretrial detainee at Kaua‘i Community Correctional Center was found on Kūhiō Highway after reportedly escaping from the facility’s quarantine area sometime on Friday evening.

The jail went on lockdown just after 7 p.m. when staff first noticed Robert I. Monroy was missing. Correctional officers searched the perimeter and notified Kaua‘i Police Department.

An adult correctional officer spotted Conroy on Kūhiō Highway at 7:18 p.m. He was taken back into custody and returned to the jail at 7:20 p.m.

Staff notified Kaua‘i police of his return to custody and the lockdown at the jail was lifted.

Monroy, 37, has been incarcerated since December 2023 in connection with a second-degree robbery charge. He now faces an escape charge.
