Potential heavy rain, flash flooding and thunderstorms that may affect Kaua‘i as early as Monday night, Oct. 26.

According to the National Weather Service, deep tropical moisture is expected to move over the state starting Monday night, bringing the potential for heavy rain and thunderstorms through at least Thursday.

The heaviest rain and thunderstorms are most likely Tuesday afternoon through Wednesday. If organized bands of storms develop, extreme rainfall rates are possible, according to the National Weather Service in Honolulu. Strong winds are not expected, but showers and thunderstorms could bring brief gusty winds.

The National Weather Service has issued a Hydrologic Statement on the potential for flooding, and a Flood Watch may be issued if the heavy rain threat continues. Forecasters say it is still unclear which areas will see the heaviest rain, and the forecast may change over the next few days.

County, state, and federal officials continue to monitor the forecast and coordinate preparations. County services and facilities may close on little to no notice, depending on conditions.

“We’re watching this system closely with the National Weather Service and our partners, and the forecast could still change,” said Elton Ushio, Administrator of the Kauaʻi Emergency Management Agency. “Use the time before the rain arrives to get ready. Clear your gutters and drains, secure loose items around your home, and talk with your ʻohana about what you’ll do if the water comes up. Once the rain starts, stay out of rivers and streams.”

Residents still making repairs from Hurricane Lowell are encouraged to secure tarps, building materials, and debris that could be carried by floodwaters or block drainage.

Officials remind the public to use 911 only for life-threatening or time-critical emergencies. Calls to 911 for weather updates or road conditions can delay emergency response. For road status and closures, call 808-241-1725.

To report non-emergency road hazards, contact KPD Dispatch (non-emergency) at 808-241-1711. For weather information, call the National Weather Service automated line at 808-245-6001 or visit www.weather.gov/hfo.

Kūhiō Highway near the Hanalei Bridge may close with little or no advance notice, particularly if a Flash Flood Warning is issued. Utilities and other services may also be disrupted.

Standard tips to prepare for power outages from KIUC include:

  • Use surge protectors to protect your appliances and equipment.
  • Turn off and unplug unnecessary appliances or equipment.
  • Keep a portable battery-powered radio and flashlights with extra batteries.
  • Stay away from downed lines and report them to 911.

Contact KIUC at 808-246-4300 to update your contact information and receive alerts.

The public is advised to check conditions before heading out for hiking, river, or beach activities. Stream crossings, trails, and other outdoor areas can become hazardous quickly, and emergency rescues may not be possible during severe weather. Do not cross swollen rivers or streams.

A long-period northwest swell arriving Monday is expected to bring moderate surf to north- and west-facing shores through Wednesday. Always check with a lifeguard before entering the ocean.

For ocean conditions and safety information, speak to a County lifeguard, visit www.safebeachday.com, or call the Ocean Safety Bureau at 808-241-4984.
