Kauaʻi Police Department Officer Joseph Himongala has been named the Hawaiʻi State Law Enforcement Officers Association’s Officer of the Year for his work in traffic investigations, crisis response, public safety, and community outreach.
Himongala was chosen as KPD’s honoree among participating law enforcement agencies statewide. The award recognizes officers for exceptional service, professionalism, and dedication to their communities.
As a traffic crash reconstructionist and drug recognition expert, Himongala provides specialized support during complex investigations. His work includes reconstructing serious crashes and helping investigators determine what happened in cases involving impaired or dangerous driving.
In one recent investigation, Himongala handled a fatal hit-and-run on Nāwiliwili Road. Despite limited evidence, he worked to identify and locate the suspected driver, ultimately leading to felony charges. He also kept the victim’s family informed throughout the investigation, providing updates and explaining the process.
Himongala’s commitment to public safety has extended beyond his assigned duties. Last year, while driving home after work, he encountered a serious crash on Kūhiō Highway involving a child who had been ejected onto the roadway. Recognizing the child’s critical condition, Himongala provided first aid and worked to keep the child calm and conscious until emergency medical personnel arrived.
He also serves on KPD’s Crisis Negotiator Team and assisted officers in the apprehension of a murder suspect earlier this year. Beyond responding to emergencies, Himongala has taken on training and mentorship roles within the department. He previously served as a field training officer and continues to help train fellow officers.
He is also a certified child passenger safety technician and instructor, working with community partners to educate families about proper child restraint and vehicle safety.
“Officer Himongala is someone our community can count on,” Police Chief Rudy Tai said. “He brings experience and sound judgment to difficult situations, and he treats the people involved with respect and compassion.” Tai said those qualities are reflected in Himongala’s work both on and off duty.
KPD congratulated Himongala on the statewide recognition and said his award reflects his commitment to serving Kauaʻi residents.
The department is also recruiting new officers. Police officer salaries range from approximately $83,000 to more than $118,000 annually, with a comprehensive benefits package. Applicants interested in applying must have a high school diploma or equivalent, a valid driver’s license, be at least 20 years old, and have no misdemeanor, felony, or domestic violence convictions.
