Kauhale o Namahana aims to provide permanent affordable homes on Kauaʻi

Kauhale O Namahana has officially started the vertical construction of its 11 affordable single-family homes in Kīlauea.

Located across the street from the Kīlauea Post Office, Kauhale O Namahana will soon become a vibrant community of homes that are within walking distance of jobs, schools, and essential services—keeping families connected to the place they call home.

The project is a collaboration between Permanently Affordable Living Hawaiʻi (PAL Hawaiʻi) and Kauaʻi Habitat for Humanity, which will both provide homes for sale for the low-income and middle-income workforce, giving priority and preference to those who live or work in the area.

Kauaʻi Habitat for Humanity is building six homes at 80% area median income (AMI) and below. PAL Construction will build five homes for households at 120% AMI and below. The PAL prices are:

  • 2-bedroom: $417,027
  • 3-bedroom: $464,590
  • 4-bedroom: $502,341
  • 5-bedroom: $539,683

PAL is a nonprofit affordable housing provider based on Kauaʻi that provides services statewide. It serves houseless and extremely low- to middle-income workforce households earning less than 30% to 120% of the area median income.

“The time is now. We can no longer have our people living in tents or in their cars, stuffed in overcrowded bedrooms, or worse, leaving the islands indefinitely due to the housing crisis. It is our collective kuleana to solve this tragedy.”

Kauhale O Namahana brings PAL closer to its mission of providing affordable homes and services for the people of Hawaiʻi. If selected to purchase a home, homeowners can look forward to:

  • Solar power systems and energy-/water-efficient appliances
  • Grocery store, restaurants, bank, bus stop, doctor, pharmacy, post office, and park within half a mile
  • Three schools and a farmers market within one mile
  • Hundreds of jobs within walking distance
  • Electric vehicle-ready homes

PAL’s mission is to create permanently affordable housing and keep longtime residents from leaving by placing our projects into the Hoʻomaluhia Community Land Trust so they are permanently affordable for eight generations and beyond. Our values align with traditional Hawaiian manaʻo (wisdom) that land is stewarded by the community, not owned for personal gain.

The Hoʻomaluhia Community Land Trust (HCLT) is an innovative housing solution designed to make homeownership accessible to moderate-income families while ensuring long-term affordability. By separating land ownership from the homes built on it, HCLT reduces costs for homeowners and safeguards affordability for generations.

The HCLT purchases and holds land in trust, making homeownership affordable for families through 99-year renewable ground leases. This model allows families to own their homes while HCLT retains ownership of the land, creating a more affordable homeownership option and ensuring long-term affordability.

To preserve affordability for Kauaʻi residents, both initial buyers and any future inheritors must meet HCLT’s 120% AMI income qualifications.

Homeowners pay an affordable monthly ground lease fee to the HCLT, which helps maintain the trust and community programs, making the model sustainable and homeownership accessible.

When a homeowner decides to sell, HCLT has the first right to repurchase the home, helping to retain affordability within the community.
