CIP Funds Allocated for Several Projects on Garden Island

The final version of the State Budget has allocated $223,482,000 in capital improvement project (CIP) monies for Kauaʻi. The budget covers the upcoming fiscal biennium beginning July 1, 2021 and ending June 30, 2023.

“In working with the Kauaʻi delegation – Reps. James Kunane Tokioka, Nadine K. Nakamura and Dee Morikawa – we were able to provide a large amount of monies to address infrastructure issues on Kauaʻi,” said Senate President Ronald D. Kouchi. “These projects will help to stimulate our economy while also improving the quality of life for all who call the Garden Isle home.”

These allocations include:

$932,000 in FY22 for Koloa Elementary School: Design and construction for various projects; projects may include parking lot repair, reroofing, and replacement of ceiling fans; ground and site improvements; equipment and appurtenances.

$27,000,000 in FY22 for Waimea High School: Design and construction for gymnasium and other related facilities and improvements; ground and site improvements; equipment and appurtenances.

$3,000,000 in FY22 and $5,000,000 in FY23 for Lump Sum Hawaiʻi Health Systems Corporation – Kauaʻi Health Systems: Design, construction, and equipment for the Kauaʻi region of the Hawaiʻi Health Systems corporation for improvements and renovations including new facilities, renovation, expansion, and/or replacement of facilities; ground and site improvements; equipment and appurtenances.

$2,000,000 in FY22 for Wailua Access Road: Construction for repair of Queensland Crossing along Wailua Access Road (loop road); ground and site improvements.

$1,500,000 in FY22 for Kokeʻe/Waimea Canyon SP Complex: Plans, design and construction of state parks infrastructure and parks improvements and related improvements, statewide.

$1,000,000 in FY22 Kokeʻe/Waimea Canyon State Park Complex: Plans, design, and construction of park facility, lookout, water system and related improvements; ground and site improvements; equipment and appurtenances.

$1,350,000 in FY22 Polihale State Park: Plans, design, and construction of cultural, environmental, recreational resource management, facility and infrastructure systems, roadway and parking improvements, and related improvements; ground and site improvements; equipment and appurtenances.

$14,500,000 in FY22 Wailua-Kapaʻa Water System: Design and construction for Kapaʻa Homesteads 313-foot tanks, 1.0 mg (two mg tanks); ground and site improvements, and equipment and appurtenances; drainage and other related improvements; provided that partial matching funds be provided by the county of Kauaʻi.

$5,200,000 in FY22 for Wailua-Kapaʻa Water System: Design and construction for new well site development and connecting pipeline infrastructure; ground and site improvements, and equipment and appurtenances; provided that partial matching funds be provided by the county of Kauaʻi.

$9,100,000 in FY22 for Līhuʻe Airport, Facility Improvements: Design and construction for improvements of various facilities and other related improvements.

$15,000,000 in FY22 and $100,000,000 in FY23 for Līhuʻe Airport, Terminal Improvements: Design and construction for improvements of various facilities and other related improvements.

$1,000,000 in FY22 and $1,000,000 in FY23 for Nāwiliwili Harbor Improvements: Plans, land acquisition, design, and construction of capital improvement program projects that will provide for safer, more efficient use of existing and/or additional operational areas throughout Nāwiliwili Harbor.

$1,000,000 in FY22 and $1,000,000 in FY23 for Port Allen Harbor Improvements: Plans, land acquisition, design, and construction of capital improvement program projects that will provide for safer, more efficient use of existing and/or additional operational areas throughout Port Allen Harbor.

$8,000,000 in FY22 for Kūhiō Highway, Hanalei Bridge Repair: Construction for the repair of Hanalei Bridge, including replacing deteriorated steel truss members, and cleaning and painting of the structure.

$2,000,000 in FY22 and $2,000,000 in FY23 for Guardrail And Shoulder Improvements On State Highways: Construction for installing and/or upgrading of guardrails, end terminals, transitions, bridge railings, bridge end posts and crash attenuators, and reconstructing and paving of shoulders.

$2,700,000 in FY22 and $5,000,000 in FY23 for Waimea Canyon Drive/Kokeʻe Road Improvements: Design and construction for paved shoulders, installing guardrails, pavement markings and signs, and other improvements in the vicinity of mile post 0 to mile post 14.

$400,000 in FY22 for Kūhiō Highway, Slope Stabilization at Lumahaʻi Hillside: Construction for slope stabilization at Lumahaʻi Hillside.

$2,500,000 in FY22 and $2,500,000 in FY23 for Traffic Operational Improvements To Existing Intersections And Highway: Construction for miscellaneous improvements to existing intersections and highway facilities necessary for improved traffic operation, including eliminating constrictions, modifying and/or installing traffic signals, constructing turning lanes, acceleration and/or deceleration lanes, and other improvements.

$1,000,000 in FY23 for Kaumualiʻi Highway Improvements, Līhuʻe To West of Maluhia Road: Land acquisition for widening of Kaumualiʻi Highway, Līhuʻe to West of Maluhia Road, from two to four lanes.

$1,000,000 in FY22 and $3,000,000 FY23 for Kūhiō Highway Intersection Improvements At Kolo Road / Kalamania Road: Land acquisition and construction for intersection improvements, which may include signalization or roundabout solutions.

$100,000 in FY22 Kauaʻi Base Yard Improvements: Construction for renovations and improvements to the Kauaʻi district base yard, including the installation of a fire detection sprinkler system, renovation of offices, performing various building repairs, and replacing damaged storm shields.

$500,000 in FY22 Kūhiō Highway Route 56, Mp 1.1 To Mp 2.6 (Laukini Rd To Kapule Hwy): Construction for reconstruction of weakened pavement areas; resurfacing; pavement markings; signage; other related highway infrastructure and improvements; ground and site improvements.
